Title Subcontract Program Manager
Job Description PRIMARY FUNCTION: Manages, in a matrix environment, the sourcing of critical components during the design phase and of supplier designed and develop components in support of Eaton's strategy to become a system supplier. Subcontract Program Management focuses on converging the Sourcing and Program Management roles to ensure suppliers meet the Cost / Schedule / Performance requirements in accordance with the ProLaunch process. This role focuses on the management of the subcontractor versus the subcontract (i.e. management of the supplier versus management PO deliverables) from design through rate production ensuring maximum supplier involvement from project launch through transition to production. Manages the subcontractor to ensure timely completion of all efforts associated with the project: Ensures the Sourcing effort is managed using ProLaunch, Eaton's Phase/Gate process ensuring the supply chain process is fully engaged from RFQ through the various reviews including System Requirements, Preliminary Design, Critical Design, Test Readiness, and Production Readiness. Understands critical paths with the Eaton prime program (proposal stage, pending win, win, development, test, transition to production) including supplier dependencies and new program awards Develops, with support of program team, required Statements Of Work (SOW) and Performance Based Specifications (PBS) on which the award will be based Prepares RFP/RFQ packages. Leads review of proposal response and prepares team (procurement, technical, quality) to audit potential suppliers Evaluates supplier Work Breakdown Structure (WBS) and Project plan for feasibility and sufficient detail to ensure key milestones such as completion of Concept Design, Preliminary Design Review (PDR), Critical Design Review (CDR), Test Readiness Review (TRR), and Production Readiness Review (PRR) are scheduled and completed to the program plan Establishes Risk Management plan with the Program Manager and Supply base to identify and mitigate risks on a real time basis Technically astute to effectively interface with supplier, program office, customer, etc. ESSENTIAL FUNCTIONS: Responsible for the smooth and effective project management of the subcontractor, ensuring smooth flow of customer requirements through the supply chain. Position is oriented toward management of the SUBCONTRACTOR as opposed to management of a SUBCONTRACT Manages the subcontractor by leading the entire business plan with assigned subcontractor through regularly scheduled program reviews with defined agendas and action lists for follow-up/close out Ensure project compliance to all government and commercial contracting laws and regulations as applicable (FAR, DFAR, ITAR, et.al.) Integrate supplier in the Design Phase assuring participation in Design Reviews to maximize leverage during the design phase of design alternatives and solutions focusing on Cost As an Independent Variable Establishes link from Customer Requirements to Supplier Statement Of Work and Performance Based Specifications. Ensures SOW and PBS are kept current as design decisions are made. Manages and documents major milestone progress and completion such as PDR, CDR, TRR, etc.

/Educational Requirements DIMENSIONS: Successful complete project Phase/Gate reviews Compliance with DTC objectives established in business case projection Availability of Major Subcontract hardware to meet project timeline Compliance with goals set for Affordability, Offset, and other Customer flow down requirements Supplier investment in new projects Supplier investment in development project and commitment to meeting production hardware cost curves SPECIALIZED KNOWLEDGE: Program/ Subcontract Management experience of complex, multi-million dollar, supplier of a major program(s) Vision (looking forward) to see total scope of Program progress and able to move subcontractor along as necessary to keep progress moving (e.g. vision within Sourcing to detect other critical path processes that could impact subcontractor processes such as another supplier) Excellent communication skills at all levels of the organization. Ability to interface at all levels is key. Major support activities with Corporate, Customer Response, Marketing, Engineering, Quality, and Manufacturing Leadership skills across multiple sites in a matrix reporting structure Bias for action/ability to get results…self-starter and good decision making skills Team building skills. Ability to positively influence others. Creative thinker. Desire to work in a collaborative environment Thorough knowledge of materials, lean manufacturing, source of supply, purchasing policies and procedures, supplier capabilities, performance and improvement, and information systems. Knowledge of institutional problem solving tools/processes such as cycle time reduction and process improvement tools: Six Sigma, DMAIC methodology, Kaizen, DOE, Pareto Charts, Statistical process control, Process mapping, Tree diagrams, Root cause analysis, Analytical software programs Business Acumen (Defense/Military environment, Functionally) and recognized expertise in Military/Defense Industry; keen understanding of the defense markets and business segments Proficient in the development and tracking of internal metrics Knowledge of database and application software concepts and structures, as well as ERP implementation Develop Value Stream Maps and Business Case Analyses Strong planning/project management skills BA/BS in business, economics, supply chain management, or engineering required. Masters preferred. Minimum 10 years experience in an Aerospace environment, metal fabrication, electronics, purchasing, and materials management positions. CPIM, CIRM, C.P.M. and/or PMP certification desired. Background and knowledge in/or has Oracle, MFG/Pro, Cognos and other equivalent software packages.
